As we mentioned in the first part of this series last week, the first black resident of Madison, Wisconsin was a woman – a hostess at the American House Hotel who lived here from 1839 to 1845, whose name has been lost to history.

Freddie May Hill was the first woman to graduate from the University of Wisconsin. Hill received his bachelor’s degree in home economics in 1928.

In 1951, Phillips became the first black woman to graduate from the University of Wisconsin-Madison Law School and later became the first woman to serve on the Milwaukee Common Council. In 1979, she became the first black man and woman elected to a constitutional office in Wisconsin, as secretary of state. While on the Common Council, Phillips introduced the first open housing ordinance in Milwaukee and championed it for six years until his death in April 2018.

Millie Covey, a longtime family friend of Phillips, noted that in addition to her activism, Phillips was an inspiration to those around her.

“I told my parents if I could go into the police and teach them how to be fair to people,” James said.

In a 2018 interview, James noted that he faced discrimination while on duty, citing a moment when a Field Training Officer (FTO) refused to speak to him, but said, “I don’t like women. The police force, I don’t like black people, and I don’t like relief people.”

But despite the discrimination she faced due to power and the community’s initial reluctance, James never wavered from the promise she made as a young woman to act with integrity and justice.

“My community has slowly learned to accept me and accept that I will be fair to them, and I will say it. I will say clearly, ‘This is what I’m going to do,’ if I have to be arrested. “I can do it, ‘if I tell you. Want to take a break,'” she said.

“My career as a police officer was difficult. It was sad and heartbreaking at times, so the only joy I felt was helping someone,” he said. “So if I help a family, whether it’s a referral or I remove an abusive person from a home to make them safer. For me, it’s the empowerment of that family or that person in the community that keeps me going.”

When she came of age in the late 1950s, “You could get a bachelor’s degree in physics or a bachelor’s degree in English and you’d be hired as a housekeeper or a cook,” Nichols said. “It was assumed that blacks did not have the life experience or intellectual capacity to graduate from nursing school.”

After serving in the Navy Nurse Corps, she graduated from the School of Nursing at Massachusetts Memorial Hospital in Boston and then earned a master’s degree from the University of Wisconsin.

“One of the things I learned early on is that prejudice exists when you’re a nurse and you have ideas,” Nichols said in a 2018 interview. So what I’ve seen from my experience with prejudice is that if I want my ideas to be considered, I have to be in a leadership role. No one asks you to apply for a leadership position because they don’t think you’re smart enough. I just did this and it usually works. So what I learned early on is, to be accepted for my knowledge, to be accepted for my skills, to be accepted for my abilities, I have to be in a leadership role.”

Shortly after this discovery, Nichols became more involved with the Wisconsin Nurses Association and the American Nurses Association, rising through the ranks of both organizations. In 1970 she became the first black president of the Wisconsin Nurses Association and in 1979 the first black president of the American Nurses Association.
