In 2012, federal and state elected officials celebrated the ribbon-cutting of a new building intended to provide stability for Houstonians with mental illness to combat financial hardships. After nine years, residents declared the building uninhabitable.
The 14-unit-acre Holmes Garden Apartments have non-flushing toilets, poor lighting, and cockroach larvae flying across the walls, counters, and floors. Tennant says he had at least one unit with roof damage from a burst pipe in the February snow. Elsewhere, residents say water soaks into the bathroom floor under the front door when it rains.
“This is a nightmare,” said tenant Charlotte Leslie, who said water in her living room had damaged her plumbing and the ceiling and floor were never fully repaired after the floods in February. I’m 72 so I don’t want to worry too much and I always do.”

On November 21, Tennant submitted a letter to the Greater Houston Housing Authority, a non-profit organization that develops and maintains low-income housing in Houston. Their list of requirements includes timely and proper maintenance, as well as pest and dog control. Houston Housing Management Corporation, a member of the housing company that manages the property, responded the following Tuesday morning with an offer to discuss the charges.
“Houston Housing Management Corporation responded promptly to all repair requests,” Housing Corporation executive her director Bill Haley wrote in an email. He said the housing association was not contacted about the issues mentioned prior to receiving the application.
“The letter requirement is primarily related to the maintenance of ongoing or improved work by the contractor,” he said, adding that property managers need to complete repairs as soon as possible. A concern is the vulnerable tenants this property serves.
